South Carolina VINE also does not provide juvenile custody records.

Release or placement confirmation must come from DJJ and the juvenile court through channels available to an authorized person. Public access cannot be promised. 2. Confirm that the inquiry concerns the Upstate Regional Evaluation Center, not the adjacent adult detention operation.
3. Ask the DJJ case contact or counsel which status or placement information may lawfully be shared with the requester.
4. Use the juvenile court order to understand placement authority, later review, or a court-approved change.
5. Do not publish or repeat protected details obtained through a confidential channel.

The facility address establishes identity and helps distinguish the center from the nearby county detention complex. It is not an invitation for an unannounced records or status inquiry. Upstate Center Adult Search Limits

Three common adult systems are out of scope. The Union County Zuercher portal linked by Sheriff Jeff Bailey's office is for the county adult detention operation. The SCDC current search covers people currently sentenced to and incarcerated in the adult state system. South Carolina VINE covers adult custody and supervision reporting. None should be presented as a way to locate a juvenile at the Upstate Regional Evaluation Center.

This boundary protects accuracy as well as privacy. A similar name in an adult search may belong to another person. An empty adult result may simply reflect the system's stated exclusion. Neither outcome establishes a juvenile fact.

Upstate Center Placement Records

Adult release terms do not map cleanly to juvenile placement. The center is described as a residential evaluation facility. Its records may concern evaluation, placement authority, movement, and court-directed case management rather than an adult booking and discharge ledger. The exact scope of a shareable record depends on law, court authority, and the requester's relationship to the case.

Upstate Center Location Distinction

The Upstate Regional Evaluation Center sits near the Union County adult detention complex on Jonesville Highway. That proximity can cause a search error. The juvenile center is at 1585 Jonesville Highway, while the county adult detention center and prison work facility is at 1657 Jonesville Highway. Separate addresses reflect separate operations and record systems.

The adult Union County Detention Center page covers county detainees, short local sentences, and SCDC inmate workers. None of those adult lookup instructions should be transferred to the juvenile facility. When contacting an authorized case participant, name the Upstate Regional Evaluation Center in full so the inquiry is not routed to the adult jail.

Upstate Center Release Record Boundaries

An August 2025 Union County report described crowding, repairs, an escape, and a planned addition at the adjacent adult county detention operation. That report is not evidence about the Upstate Regional Evaluation Center. It must not be used to describe juvenile conditions, security, placement status, or release practices.

The distinction also prevents an escape at an adult facility from being mislabeled as release. A lawful adult release requires a closing custody transaction. A juvenile placement change follows DJJ and juvenile-court authority. The two processes remain separate even when news or county documents mention the same road or detention area.

Upstate Center Custody Distinctions

The nearby county prison work facility can house up to 20 adult SCDC inmate workers. Those workers are not residents of the Upstate Regional Evaluation Center. Their state custody status is found through adult SCDC channels, while juvenile records remain with DJJ and the juvenile court.

This local overlap makes labels vital. “State inmate worker” refers to an adult SCDC custody arrangement at the county work facility. “Juvenile residential evaluation” refers to the DJJ center. A person leaving one site cannot be tracked through the record system for the other. Confirm the facility name, operator, and case type before seeking any record.

Protect Upstate Center Records

Restricted access is not a missing-data problem to solve through alternate public sources. It is a boundary. Do not search adult tools for a matching name, compare social posts, or infer a juvenile's status from someone else's record. Work only with the authorized case path and share information only with people entitled to receive it.

Use careful language even within an authorized process. A court order can state the legal direction. A DJJ contact can confirm what the agency may disclose. Neither should be expanded into a claim beyond the record. If an adult relative or another person with a similar name appears in Union or SCDC results, treat that as a separate identity unless exact, lawful identifiers prove otherwise.

Review Upstate Center Records

An authorized reviewer should keep the juvenile chronology within the case process. Start with the order that directed evaluation or placement. Add later court actions and DJJ communications in date order. A move, review, or return can have a meaning set by the juvenile court that differs from adult release language. Record only what the authorized source actually states.

Questions should be narrow. Ask which agency currently controls the placement, whether a new court order changed it, and what information the requester is allowed to receive. Do not ask a public adult records office to recreate a juvenile file. If a document is restricted, the restriction itself is not proof of any outcome.
